EMPG Match Requirement Clarification:

***Please take note this EMPG match guidance will be effective for all projects where the project application is received on or after October 1, 2024.***

The purpose of this guidance is to further clarify the State of New Hampshire, Department of Safety, Division of Homeland Security & Emergency Management’s (HSEM) EMPG 50% Federal/50% local match guidance regarding cash (hard) and in-kind (soft) match for EMPG reimbursements.  This clarification is in addition to the verbiage contained in HSEM’s EMPG Guidance document. 

For match to be considered for reimbursement under EMPG subrecipient awards, it must:

  • Be verifiable,
  • Not be included as contributions for any other Federal award,
  • Be necessary and reasonable for accomplishment of the project or program objectives,
  • Not be paid by the Federal Government under another Federal award (unless otherwise authorized by the program),
  • Be allowable under the EMPG program, and conform to the provisions of 2 C.F.R §200.300.

Third-party in-kind (soft match) non-cash contributions (such as services) and cash (hard match) contributions must support the EMPG project/program in accordance with the HSEM EMPG Guidance and be pre-approved by the EMPG Program Manager or Coordinator.

For subrecipients using a combination of cash and in-kind match, the Soft In Kind/Cash Matching Tool located on the HSEM EMPG Resource Center must be used to calculate the totals needed to meet the project cost.
