I. BACKGROUND The State recognizes the need to provide advanced tactics training for active threat situations to Law Enforcement. Members of the New Hampshire Tactical Officers' Association (NHTOA) attendance at this conference will provide a network to share best practices, sound tactics, training and operational experiences for New Hampshire special operations team participants. The knowledge and skills gained will enable teams to maintain and/or enhance identified gaps in training, exercises and planning for an active threat or hostile event. Many capabilities that support terrorism preparedness and response simultaneously support preparedness for all hazards.
II. STRATEGY
This conference fully supports the National Response Framework across all five mission areas; Prevention, Protection, Mitigation, Response and Recovery. Specifically, the training will focus on response to enhance the capabilities necessary to save lives, protect property and the environment as it relates to Law Enforcement.
The State Homeland Security Strategy (SHSS) identifies priorities to which the State has determined resources and funding should be directed towards. On-Scene Security and Protection, Situational Assessment, and Intelligence and Information Sharing are priorities outlined in the SHSS; specialized training and collaboration opportunities will be addressed during this session and are supportive of the implementation of the New Hampshire Homeland Security Strategy.
III. REGIONALIZATION
Members from most, if not all of the New Hampshire Tactical Officers' Association (NHTOA) teams will be in attendance at this conference. Participation at the conference will provide an opportunity for the New Hampshire teams to network, share lessons learned and good practices with teams from around the United States.
IV. IMPACT
Training at this conference will maintain and/or enhance current capabilities that have been achieved by NHTOA members as a result of training, exercises and planning. Law Enforcement must adapt to evolving threats and hazards. This conference will provide specialized training opportunities that will address current threats and hazards facing the Nation.
